Penn Quarter (Penn Quarter DC ) is a recently revitalized down-town neighborhood loosely bounded by Pennsylvania Avenue to the South, New York Avenue to the North, Massachusetts Avenue to the West between Third and Tenth Streets (some people think Fifteenth) Northwest.
